The aim of the competition was to provide the best solution for the new main building of the Estonian Academy of Security Services – to create a modern, architecturally high-quality and well-functioning academic and research building that is energy efficient and whose maintenance would be economically sustainable.
architectural concept
The architecture of the building is inspired by wisdom, which combines people and the resources they use to achieve a common goal. The building is distinguished by its compact land use and strong club, which reflects light and invites exploration with its academic content.
Volumetrically, the building was divided into several “links”, which expresses the COHERENCE being created between different parts of the field. The necessary building functions are placed in a logical structure under the shell of the “links”. The central part of the building remains a flowing and soft, adjacent and open interior that opens itself to nature, various activities and experiences., mis väljendab loodavat SIDUSUST valdkonna eri osade vahel. “Lülide” kooriku alla on paigutatud loogilises struktuuris vajalikud hoone funktsioonid. Hoone keskosasse jääb voolav ja pehme, külgev ja avatus sisesüst, mis avab ennast loodusele, erinevatele tegevustele ja elamustele.
Functionality and spatial design
The building is optimally positioned on the plot, taking into account both functionality and efficiency. Smart lighting solutions, energy-saving technologies and green solutions ensure an environmentally friendly and comfortable learning and working environment.

- Conference center – 250-seat main auditorium
- Academic building complex – library, dining hall and study rooms
- Joint learning opportunities – cooperation between the police, prison service, emergency services and rescue services

architectural concept
The interior architecture of the building is based on the further development of the Faalanks solution that won the competition. The design is based on the contrast between solid concrete and delicate glass surfaces, creating a balanced and modern environment.
The different parts of the building are solved according to their function - the study rooms and administrative areas are clearly distinguished by both the choice of materials and the color tonality.
Material selection and interior architecture:
- Exposed concrete creates a strong architectural framework
- Glass surfaces ensure transparency and natural light
- The use of different color tonalities helps to orientate oneself in large spaces
- The central atrium is the heart of the building - a “glowing core” with a golden accent
Space solutions:
- The gray concrete surface is balanced with an airy metal mesh
- A uniform design language is repeated in the interior spaces
- Architecture creates the essence of the space, the interior architecture complements it in a subtle way
- The goal was to provide the cadets with a modern, forward-looking learning environment
